Priority guidelines of the activity

In the frames of science and technology priority guidelines the four main directions of innovative development were defined:

 

Information Technologies

Information technologies will be one of the technopark activities. A wide application will be found for supercomputers with parallel architecture (VNIIEF is one of the world leaders in this field), software, and software products automating the job. Mathematical modelling, imitation modelling, expert systems and neural networks will be developed. A lot of attention will also be paid to the questions of information protection and microelectronics. The appearance of alternative closed information networks competing with Internet is also possible.

Power Engineering and Ecology

During the last few years advanced industrial countries tend to turn to «small power engineering» and that is closely connected with the increase in interest towards the problems of ecology and power engineering. One of the pilot projects is «The Centre of Effective Power Engineering». The main project objective is development and implementation of local power plants meeting high ecological requirements. At the first stage a demo plant is created at the Open Technopark. Investigations with various types of biofuel are carried out there. At the same time it supplies the functioning buildings of the Technopark with power.

Undoubtedly, this line of development is nowadays of current importance. Availability of local power networks and plants gives more stability to important social companies. The presence of these power networks will help to avoid such ill effects as fan-disconnections, e.g. as it was in California and Moscow. Development of these technologies increases the protection rate against techno catastrophes and terrorist acts.

Medical Equipment

Practice of the last few decades shows that modern medicine is one of the most science intensive sectors of economy and its success and progress are mostly due to the results of scientific and technological revolution. One-sided scheme of interaction between medicine and scientific and technological advance (STA), so characteristic of past years, is gradually changing to a more complicated model. Feedback mechanism, which stimulates the dynamics of STA, begins to play an important role.

Despite certain achievements of domestic manufacturers in the production of medical devices and instruments, the level of hospital equipment in Russian patient care and preventive institutions and the level of instrumentation remain improper.

In general, the level of operated equipment in Russian health protection institutions is 15-20 years behind developed countries in several spheres and is characterised by smaller variety. The state of affaires at the medical market is very close to critical. Supplies of medical equipment (domestically produced and imported) satisfy only 30-40% of the needs of patient care and preventive institutions. Up to 80% of worn and out-dated medical equipment is operated; design life is often exceeded what is dangerous for both the patient and the personnel.

In the sphere of medical equipment development a system of small-scale innovation companies, which work at special problems each, is organised at the Technopark.

Safety system and counter-terrorism

Nowadays, in connection with the rise of terrorist activity of various extremist organizations, the necessity arises to specify requirements to technical protection means.

During the last few years RFNC-VNIIEF together with USA national laboratories successfully carried out a large amount of work connected with development and implementation of the Systems of Fissionable Materials Calculation, Protection and Control (SUZ&K).

In the frames of SUZ&K development RFNC-VNIIEF created a demo model of the integrated calculation and control system for enterprises working with metallic nuclear materials. The model was created on the basis of existing methods and equipment manufactured in Russia and USA.

Enormous experience is accumulated in RFNC-VNIIEF in development and production of technical means of detection and protection.

It is also planned to establish at the Technopark several Centres of Shared Access to render mathematical modelling services for aerospace, automobile, shipbuilding, oil-gas and atomic enterprises of Russia and, perhaps, other countries.

The Open Centre of laser and laser plasma physics will give education to promising young men from Russia, CIS and foreign countries in the field of laser physics and laser plasma physics with the usage of the unique experimental base of RFNC-VNIIEF for fundamental research and implementation of advanced laser technologies. The educational project «International Higher school of physics and informational technologies» is meant to propagate in the field of high-tech knowledge and management of innovation activities by way of attracting leading specialists and using the scientific and experimental base of RFNC-VNIIEF.

Functionally the Open Technopark will be divided into three areas – business, industrial and residential (including sports and recreation complex). So, it is based on the developed innovation infrastructure, project commercialization with further monitoring and consulting and support of international organizations. The key word here is «open» as science and achievements have no limits.
